
Overview
The 16-Hour Suspended Scaffold User Course is designed to train entry-level workers, supervisors, and safety managers in the safe use of suspended scaffolds. This course introduces participants to OSHA and NYC DOB scaffolding rules, safety regulations, and best practices for operating suspended scaffold systems.
Through a combination of classroom instruction and hands-on exercises, students learn to identify hazards, inspect scaffold equipment, assemble and disassemble scaffold components, and apply safe work practices. By the end of the course, participants will demonstrate proficiency in scaffold operations, rope knots, block and tackle systems, and hoist motor usage.

- Audience: Entry-level suspended scaffold users, managers, supervisors, licensed safety managers, and coordinators
- Duration: 16 hours of training (excluding breaks)

16-Hour Suspended Scaffold Training Requirements
Per NYC Construction Code §3314.4.5.4, this 16-Hour Suspended Scaffold User Course is required to operate or work on suspended scaffolds in New York City.
Workers:
- Must complete a DOB-approved 16-hour suspended scaffold course and receive a Certificate of Completion
- Must have a Certificate of Fitness issued by a licensed rigger or licensed sign hanger overseeing scaffold operations
Erectors:
- Rigger: Must be licensed by the NYC Department of Buildings
- Foreman: Must complete a 32-Hour Rigging Supervisor Training Course from a DOB-approved provider and receive a DOB-issued ID card
Learning Outcomes
Upon completion of the 16-Hour Suspended Scaffold User Training, participants will be able to:
- Identify types and major components of scaffold systems
- Recognize common scaffold hazards and prevent accidents
- Understand OSHA 1926 regulations and NYC DOB scaffolding codes
- Apply general fall protection principles, including minimizing falls, guarding against falling objects, and calculating fall clearance
- Use proper PPE and fall arrest systems
- Apply safe work practices as a scaffold user
- Operate hoists, platforms, and rigging equipment safely
- Determine maximum intended loads and apply reducing factors
- Understand basic rope, knot, hitch configurations, and proper connections
- Conduct proper suspended scaffold inspections
Completion & CEU Requirements
To earn 1.6 CEUs and receive a certificate of completion, students must:
- Attend 100% of the 16-hour course
- Complete the Continuing Education and Training Registration Form
- Participate actively in all class exercises
- Complete pre- and post-quiz assessments
- Achieve a passing score on the end-of-course examination
- Submit the end-of-course evaluation form with full name
