NYC – DOB – CSC Unit
The NYC – DOB – CSC Unit oversees site safety compliance for façade alteration projects across New York City. Inspections are now handled by the NYC DOB Scaffold Safety Team — the BEST Squad no longer conducts routine façade safety inspections.
Scaffold Safety: Façade Alteration Inspections
The NYC – DOB – CSC Unit Scaffold Safety Team is responsible for:
- Reviewing requests to remove sidewalk sheds
- Processing requests to remove completed projects from the Site Safety Program (SSP)
Removal requests for Site Safety façade jobs must be emailed directly to: sstswsssremoval@buildings.nyc.gov
Site Safety Plan (SSP) Filing for Façade Alterations
Professional applicants may now file a Site Safety Plan (SSP) for standard façade restoration work as a Professionally Certified Alteration Type-3 (A3) through the NYC – DOB – CSC Unit. Non-professional applicants must still submit filings to the BEST Squad for review.
Key Points:
- Must be filed by a registered design professional, architect, or engineer
- eFiling or Hub Self-Service can be used for submission
- These A3 filings are not reviewed by the BEST Squad
- Standard A3 filing fees apply
- Plans must comply with Title 28 of the Administrative Code, Chapter 33 of the NYC Building Code, and all related NYC DOB rules
- SSP A3 applications are subject to random audits
