Site Safety
Scaffold Safety: Façade Alteration Inspections
For façade projects that require site safety compliance, inspections are now handled by the Scaffold Safety Team. The BEST Squad no longer conducts these routine façade safety inspections.
The Scaffold Safety Team is also responsible for:
Reviewing requests to remove sidewalk sheds
Processing requests to remove completed projects from the Site Safety Program (SSP)
Removal requests for Site Safety façade jobs must be emailed directly to:

Site Safety Plan (SSP) Filing for Façade Alterations
Professional applicants now have the option to file a Site Safety Plan (SSP) for standard façade restoration work as a Professionally Certified Alteration Type-3 (A3).
Non-professional applicants must still submit filings to the BEST Squad for review.
Key Points
The Professionally Certified A3 must be filed by a registered design professional, architect, or engineer.
Existing filing systems such as eFiling or Hub Self-Service can be used.
These A3 filings are not reviewed by the BEST Squad.
Standard A3 filing fees apply.
Plans must follow all relevant sections of Title 28 of the Administrative Code, Chapter 33 of the NYC Building Code, and related rules set by the New York City Department of Buildings.
SSP A3 applications are subject to random audits.
